Act 51 established School Community Councils to give parents, the community, and other key stakeholders a significantly greater voice in their local school's affairs. This framework also clearly outlines their specific powers and responsibilities and clarifies how they share those duties with the principal.
The policies created by the Hawaii State Board of Education and the Hawaii State Department of Education to put these councils in place are based on three common-sense ideas:
The people closest to the students should have more involvement in making important decisions about the school's instructional program.
A school's plan to improve student academic performance will get more support when people understand the plan and help create it.
Children and their schools are more successful when families participate in their education in various ways, including being part of the decision-making process.
The School Community Council (SCC) typically meets once a month in the library, following the faculty meeting. All parents, community members, and faculty are welcome to attend. A meeting notice and agenda will be posted on the school website at least six days prior to each meeting.
